Welcome
Bold Forest Garden Village - a vibrant, well-connected and landscape-led residential community in the heart of the Bold Forest Park area.
As a key source of housing supply in the borough over the coming years, Bold Forest Garden Village aims to deliver around 3,000 new homes, comprising 30% affordable housing alongside community infrastructure including a new primary school, on-site health care provision and strategic open space. Plans to transform the 128-hectare site will come forward in line with the St Helens Local Plan and follow garden village principles, providing long term benefits to the local area, St Helens Borough and the wider city region.
Consultation
The finalised Masterplan Framework is scheduled for adoption by St Helens Borough Council this winter. Ahead of submission, a public consultation is open from Monday 3rd November 2025 until Monday 24th November 2025, and two community drop-in events will be taking place:
- Tuesday 11th November 2025, 1pm-7pm - Clock Face Miners Recreation

Feedback
In spring, we asked for your feedback on 3 early masterplan approaches. This process ensured local voices were at the heart of developing the Masterplan Framework. This feedback, alongside several technical assessments have informed a clear vision for the site – highlighting both opportunities and any challenges.
The Masterplan Framework proposes to...
Green and Blue Infrastructure
- Maximise retention of all landscape features
- Enhance views across the site, including towards The Dream
- Include a sports training pitch and play facilities on site
- Improve existing sports facilities in the local area
- Increase tree planting, including street trees
- Integrate drainage networks and maximise existing ponds to address local flooding issues
- Enhance habitat and wildlife value
- Integrate the Local Wildlife Site
- Maximise garden village ‘feel’ throughout the site
Movement and Community Hubs
- Enhance safety and maximise traffic-free routes to key destinations both within and around the site through active travel
- Include an accessible local centre and secondary hub that integrates much needed social infrastructure
- Ensure there are multiple vehicle access points
- Deliver long distance walking and cycling ‘loops’ that enhance connectivity to wider Bold Forest Park
- Include village greens, community gardens and orchards that support community activity
- Include mobility hubs and bus routes
- Enable local people to readily access daily needs
